Tim was raised in Ellicott City, Maryland. He was married for 45 years to his wife, Cheryl. They enjoyed vacationing by the water, particularly at their timeshare on Daytona Beach, Florida where he could walk the beach early each morning. They have a son, Jeff, who he was extremely proud of. From 2001 to 2005 Jeff was involved in auto racing and together they worked on his mini cup or grand stock car. They went to many NASCAR races and in later years attended many local and regional short track races.

His paternal grandfather died when Tim was about 5 or 6 years of age. This experience apparently sparked an interest that later led to his becoming a funeral director. After graduating from Mt. Hebron High School in Ellicott City, he started his apprenticeship with The Hubbard Funeral Home on Wilkens Avenue in Baltimore Maryland. He attended Catonsville Community College and was one of the first graduates of the Mortuary Science Program in 1975. He continued his employment at Hubbard Funeral Home as a funeral director and in later years as assistant manager for over 20 years. In 1992 he joined the Johnson Funeral Home in Towson, Maryland as manager for Mrs. Johnson. After her death in 2012 he took over ownership of the Johnson Fosbrink Funeral Home, P.A. His career of over 50 years as a funeral director, helping families during their time of need, was very rewarding to him. He recently sold the business with plans to continue working part time till his retirement in May. At that time Cheryl and he planned to move to North Carolina to be closer to their son, Jeff.

Tim was very proud of his time serving the community. He was a past member of the Woodlawn Optimist Club for many years. During this time, he actively served on several committees and was the club President from 1979 to 1980.
He joined the Kiwanis Club of Loch Raven on September 30, 1993, almost 30 years ago. He received numerous awards: 2007 Capital District Life Member; 2008 Kiwanian of the year; 2009 Kiwanis International Life Member; 2013 George F. Hixson Award from his club for his service; 2016 Zeller Award where a donation was made in his name to the Kiwanis International worldwide project to eliminate maternal and neonatal tetanus; 2018 Legion of Honor for his 25 years of service. At the time of his passing, he was Treasurer of their club’s Foundation. Each year he handled the purchasing of American flags to be placed through the Loch Raven area.
